About NeoFleet Capital

NeoFleet Capital provides vehicle financing to professional taxi and ride-hailing fleet operators in emerging markets. Rather than lending to individual drivers, it finances local organisations that already run fleets, selecting them through an internal scoring model and due diligence on track record, management and regulatory standing. Investees are encouraged to run their operations on NeoFleet's fleet and driver management software, which gives the lender visibility into utilisation and repayment.

The company's primary markets are Senegal, Cote d'Ivoire and Peru, with about 650 vehicles in its network as of October 2026 and targets of 1,000 vehicles by the end of 2026 and 5,000 by the end of 2027. It is evaluating more than 15 additional countries across Africa, Latin America, Southeast Asia and the Middle East.

NeoFleet was founded in 2024 by Igor Shiyanov and Oleg Mosyazh and is registered in Cyprus. Mark Loughran, a former inDrive president, joined as co-founder and president after investing. In October 2026 the company announced a $4 million pre-seed round, a mix of equity and debt, from Loughran, DMTech VC and private investors.
